In order to accelerate infrastructure provision, the Government Goods/Services Procurement Policy Agency (“LKPP”) has decided to merge and refine the regulations on procurement procedures for public-private partnerships (“PPP”) through the issuance of LKPP Regulation No. 1 of 2025 (“PerLKPP 1/2025”), which has been effective since January 22, 2025.
PerLKPP 1/2025 revokes two previous regulations related to the procurement of PPP entities, namely LKPP Head Regulation No. 19 of 2015 (“PerKa LKPP 19/2015”) and LKPP Regulation No. 29 of 2018 (“PerLKPP 29/2018”). Under the previous legal regime, there was a separation in the procurement regulations for PPPs initiated by businesses and those initiated by the Minister/Head of an Agency/Head of a Region. PerLKPP 1/2025 merges the procurement regulations for PPPs, whether initiated by the Minister/Head of an Agency/Head of a Region or by businesses.
